Draft Workforce Investment Act and Wagner-Peyser Act Plan for Public Review and Comment

Department of Workforce Development Secretary Reggie Newson engaged state and local partners in the development of the workforce state plan last spring through the summer to reinvigorate collaboration and cross-program coordination. The attached draft Plan maintains that earlier content and updates the activities based on Governor Walker's current workforce and economic development initiatives.

This issuance of the draft Workforce Investment Act, Wagner-Peyser Act and Agricultural Outreach Plan is the federally required public review and comment before submittal to the U.S. Department of Labor. In order to garner as much input as possible, we request the Workforce Development Board Directors to forward this public review and comment notice to your regional business, labor, and community/faith-based training and employment network.

All comments are required to be recorded verbatim as part of the Plan submission, and the document, where appropriate, will be revised based on your input. Please submit any comments no later than April 25, 2013, to:

Draft Agricultural Outreach Plan for Public Review and Comment

The draft annual Agricultural Outreach Plan is available for the federally-required public review and comment period for the Plan. The purpose of this Plan is to ensure that Wisconsin's migrant and seasonal farmworker outreach program is effectively locating, contacting, and serving workers who are not reached by typical intake activities conducted by local offices.

Comments will be recorded verbatim and provided to the U.S. Department of Labor as part of the final Plan. Also, based on your input, this draft may be modified prior to submittal.

In order to garner as much input as possible, please forward this public notice to other partners who play a role in serving migrant and seasonal farmworkers. We also request the Workforce Development Board Directors to forward this public review and comment notice to your regional business, labor, and community/faith-based training and employment network.

The U.S. Department of Labor approved Wisconsin's PY 10-11 WIA State Plan. DOL approved the WIA and Wagner-Peyser State Plan, extended the state-approved waivers and the common measures performance goals.

The State Waiver Plan is part of the ARRA Addendum to the State Plan Modification. DOL has approved the waiver requests related to the performance measures and the design framework for youth who participate in work experience only. Below is the August 13, 2009 approval letter.
